Hello I’m Tom Millican and I am here as a voice crying in the political wilderness as an independent candidate to talk to you about America and its future. The wilderness that I am crying from is one that has been created by a political system that has evolved into just a two party system, the very kind of system that our first president of American warned us about forming. H.L. Mencken evidently agreed, as I do, with President George Washington when he said, “Under democracy one party always devotes its chief energies to trying to prove that the other party is unfit to rule - and both commonly succeed, and are right.”

I and the American people believe America is headed in the wrong direction and not since the end of world war two has the majority of Americans felt so helpless. The American people and I feel that both parties have forgotten what representative government means. If they represented the views of the American people then their approval ratings would not be tanking as the most recent figures indicate.

During this current vote harvesting time three fourths of those running for the presidency are either a part of or have just left the lowest rated congress in the history of America leaving America a choice between more of the same and more of the same. If the voter poles are correct then America is guaranteed the before mentioned choice. That is unless you who are in the sound of my voice can summon up the same courage as Rev. William Anderson did when he was the first armed American to face off the approaching army of red coats at the old North Bridge in Concord MA.

Yes, I said courage. It will take courage to stand up for real change, the extraordinary change that I am proposing. I am the only candidate that is advocating the complete removal of all illegal aliens. My work to secure both borders and our seaports will not just be lip service as the American people have received so far. My work will be whatever action that will be required to adequately secure the American people from this invasion.

I am the only candidate that is advocating the return of manufacturing jobs to America, loss of the very jobs that both parties did nothing to stop. I am the only candidate advocating the complete dismantling of our current income tax system and replacing it with a consumption tax. Yes, extraordinary changes, extraordinary enough to put an impenetrable pad lock on all future social security deposits. 

Courage, the mental or morale strength to venture forth on a new path that will reinvigorate the American people with hope, hope for a future that will be filled will greater economic success, freedom and happiness.

Courage to change requires the firmness of mind and will in the face of all adversaries. Rev. Anderson faced sure death for his courage on the Old North Bridge at Concord. Today, we only need to summon up the gumption to pull the independents lever.

The problem that has caused this helpless feeling within the American people as I see it is that our country is divided by the team on the left and the team on the right. These two teams consume all of the political oxygen leaving no air for differing view points or ideas that will better serve the American people.

The American idea of self government blossomed from the seed planted in 1215 with the signing of the Magna Carta and is still alive today. We are the freest people in the world and that blossom of the Magna Carta, our great Constitution, guarantees that but only if the Constitution can withstand the constant assault that began with the EVERSON v. BOARD OF EDUCATION OF THE TOWNSHIP OF EWING ET AL. SUPREME COURT OF THE UNITED STATES 330 U.S. 1 February 10, 1947. David Barton in his book “Original Intent” states that “in that case the court began attaching today’s enlightened perceptions to yesterday’s acts demonstrating an unscholarly and even disquieting approach to both law and history thus completely rewriting its scope of protections and prohibitions.” As your president I will use the full force of my administration to protecting the Constitution from these baseless attacks.

I have a definitive plan for my presidency, one which boldly outlines my course for America. I want to protect America, the Constitution, and in doing so our future. However, I need your grassroots help, because as Samuel Adams said more than 200 years ago, “It does not require a majority to prevail, but rather an irate, tireless minority keen to set brush fires in people’s minds.” Together we can cause extraordinary changes.

My two tier action plan will be the center of my campaign and of my presidency. The first tier is designed to physically secure America while the second tier will economically secure America and return her to her rightful leadership position in the world.

Tier One

1.     Effect the complete removal of all illegal aliens from America.

Theodore Roosevelt fostered these ideas on Immigrants and being an American in 1907. “In the first place, we should insist that if the immigrant who comes here in good faith becomes an American and assimilates himself to us, he shall be treated on an exact equality with everyone else, for it is an outrage to discriminate against any such man because of creed, or birthplace, or origin. But this is predicated upon the person’s becoming in every facet an American, and nothing but an American… There can be no divided allegiance here. Any man who says he is an American, but something else also, isn’t an American at all. We have room for but one flag, the American flag… We have room for but one language here, and that is the English language… and we have room for but one sole loyalty and that is a loyalty to the American people.”

It is not too much to expect immigrants to learn our language, understand our culture, and respect our borders. At a minimum, President Roosevelt expected that of the new immigrants during the mass legal immigration through New York’s Ellis Island.

Through my leadership I will effect the complete removal of all illegal aliens from our country the same way that President Eisenhower did in 1954. Eisenhower hired over 700 immigration agents to begin making arrest. For every arrest that was made another 10 removed themselves from our country in fear of being arrested. For those arrested they were not just taken to the border and released. They were placed on ships and trains and taken deep into Mexico and then released. Another part of his plan called for the arrest of any and all employers who were found employing the illegal aliens.

2.     Securing the borders.

It is vital that we secure both our southern and northern borders if we are to remain a country of laws. Our sovereignty is being torn away as the Republican and Democrat leaders in Washington turn a blind eye to this serious assault on our country. My administration will be an administration of action. I will build the border fence along the Mexican border and have it manned to ensure that there will be no illegal crossings.

The securing of our country is a Constitutional demand. I will increase efforts along our border with Canada to further ensure our security. On both borders we will us all the electronic surveillance at our disposal. 

3. Securing our Seaports.

After 911, we can not afford to allow 95% of our cargo to go un-inspected before it enters our highways, cities, and neighborhoods. The consequence of un-inspected cargo is a risk we cannot assume during this time of Islamo-facist terrorism. There are technologies available to us to inspect far more cargo than we currently inspect. My administration will use or develop the means to inspect all cargo coming into all the ports that serve our country.

4. Confronting and defeating the international terrorist.

I am a practitioner of keeping your friends close but keep your enemies closer. I am firmly convinced that if our intelligence communities were better manned and equipped that 911 would not have happened.

Under my watch I will reinvigorate our intelligence communities both here and abroad. My administration will have eyes and ears on the ground all over the world. America will be in the know about all that is going on around the world. Again this is a demand of our Constitution in the security of America.

Between the eyes, ears and electronic surveillance the international terrorist will have no where to hide. Regrettably, since the international terrorist are considered Islamic Fascist then our guard can never be let down.  

The international terrorist vow to destroy Israel and to that end are working fervently to acquire nuclear weapons. These Islamic Fascist publicly tells the entire world they want to destroy the West. Their fanaticism inspires them to want to also deliver a nuclear detonation inside of America. Not on my watch!

5. Energy independence

The final step in my tier one part of my platform to secure America is our emancipation of America from its dependency on foreign oil imports. In the US, we depend on our transportation systems to move virtually everything produced or sold within our borders. Over 97% of our transportation system relies on oil and consumes two thirds of all the oil we use. This reliance on oil makes our economy vulnerable to market disruptions and price shocks and adds hundreds of billions of dollars a year to our trade deficit. It also poses a security threat because most of the world’s oil is located in unfriendly and unstable parts of the world. Replacing oil with a renewable fuel will reduce these risks and ensure long term availability of fuels to meet US energy needs. To date both parties and their leadership have refused to put on the fast track the development of a renewable fuel. The do nothing congress and its leadership have only legislated slightly higher miles per gallon averages in the past 30 years, but have facilitated no real change or innovation. 

Currently, the US imports nearly 59.5% of its oil. The US Energy Information Administration predicts that imports could reach 70 percent by 2025. Two-thirds of the entire world’s proven oil reserves are located in the Middle East vs just 2% in the US. This dependence puts America in a very vulnerable position both economically and strategically.

Leadership is not exhibited by words – but by action. My administration will set into motion the implementation of a real alternative fuel source and delivery system that will free our nation from the grip of imported oil. As your president, I will stimulate research, innovation and exploration of more reserves of American oil and other sources of renewable energy.

6. Implement a Consumption Tax

The foundation of my economic plan to return manufacturing jobs to America is a consumption tax called the Fair Tax. I am under the belief that our tax system is a detriment to our future as a manufacturing based economy. With the institution of the Fair Tax America would then become a magnet for manufacturers and create more jobs than we have people to fill them. When there is competition among employers for employees then the price of those jobs increase.

Under the Fair Tax there will be no more special interest exemptions, tax loopholes or deductions and the lobbyists who peddle those deductions. Every American will be treated the same.

There will be no more IRS and their complex tax codes. No codes mean there will no longer be a need for preparing and filling out of individual tax forms thus making it very simple.

When the Fair Tax is in place each American will choose how much and when to pay federal taxes. Americans will be taxed only when they choose to consume rather than on their income and property.

Americans will be able to keep their entire paycheck since there will be no more federal withholding or payroll tax deductions taken out of their check. There will be no more taxes on Americans savings and investment accounts or on their estate at their death.

The best feature is that anyone who consumes a product inside of America will be making contributions to the funding of America. I urge all of you to go to www.fairtax.org to become completely informed about this revolutionary idea for American tax reform. I support it 100%.

7. Social Security

Through the president’s right to initiate legislation my first initiative will be the re-introduction of the Fair Tax bill HR 25 and to follow that with legislation to put a pad lock on all future social security deposits. This entitlement was a promise made to hardworking American citizens who contribute part from every single paycheck in order to rely on the fact they will receive this small payment in their retirement years as a cushion against poverty. I didn’t make the promise but it is a promise made, and I will see that the promise is kept by my administration.

8. American Jobs.

Once our country is secured, I will then go to work on the return of manufacturing jobs to the US and the expansion of economic opportunities for all Americans. NAFTA, the NAU and globalization have damaged the American middle class by exporting good paying blue collar jobs overseas. I will make returning these jobs the top priority in my administration. First I will work to remove America from both NAFTA and the WTO giving relief to establish US manufacturers thereby protecting them from non-representative, foreign oversight and regulation. By the time I arrive at this step, the obvious positive effects from the Fair Tax will be attracting more and more manufacturing back to America. The American worker is surpassed by none and if manufacturers are given incentives to produce their products here in America, they will.

9. Medicare

The solvency of Social Security and the Medicare debacle sits on our horizon with no in place plan from either party. The controlling parties have been negligent on this issue giving them a poor track record for any resolving of American problems. It is now time to act! Medicare will be protected and the funding will be assured by my administration. Funding for Medicare will come from the Fair Tax and not a payroll deduction. My administration will return responsibility and accountability to government spending as I remember we are a government of the people.

10. Reduction in the size of government.

The responsibility of the size of our government bureaucracy and out of control spending can be laid in the laps of both the democrat and republican parties. Under my leadership the government’s fat and bloated bureaucracies will be pared down revealing a lean government that will run on the revenue received.

The size and scope of government needs a belt tightening, a real belt tightening. Our Republic has a Constitution and any government bureaucracy in existence that does not meet the funding stipulation of our Constitution will be dismantled.

The bureaucracy is a large part of spending, as it administers the intent of the spending bills. As Regan said during his presidential election bid, the intent of spending may be very admirable, but by the time those in need receive the benefits, the costs of delivery far out ways the costs of the actual benefits. Based on the math he used at that time he said it would have been more beneficial to the recipients and the government to directly pay the recipients. By reducing the size of the delivery system, government bureaucracy the costs of spending will be less.

I believe that the people’s government should be able to help those in real need, but only as a backup to any services the states are not able to deliver. Based on the description of what the Constitution says, an allowable expenditure will determine the continuance of those expenditures. Just as any new CEO would do when he is given command of an organization I will review, review and review the necessity of expenses to cut out the fat, resulting in immediate shrinkage in spending.

11. Space Exploration

          The final frontiers, the courage to go where no man has ever gone before; under my leadership America will vigorously resume space exploration. Space exploration will spin off economic opportunities from investments to jobs for all Americans and the excitement created by that exploration will reignite student interest in math and science education.

           As Reagan once said, “You and I have a rendezvous, a rendezvous with destiny.” I have the courage, do you? Do you have the courage to help me get elected so that I may put an end to the downward spiral that the democrats and the republicans have put America in? Do you have the courage to help get me elected so that I can make the lights of that city on the hill shine even brighter? Destiny awaits your answer. Thank you.
